EAH Housing has started work on the redevelopment of Nevin Plaza, a public housing property in Richmond, Calif. The development’s estimated cost is $37.9 million, according to D+H Construction, which serves as project manager.
The affordable housing project, catering to seniors and people with disabilities earning between 30 and 50 percent of the area median income, will come online in two phases. Phase One involves upgrading the existing 138-unit building at 2400 Nevin Ave., while Phase Two will see the construction of 70 apartments on an adjacent parking lot at 319 25th St.
The developer tapped HKIT Architects to design the new Nevin Plaza, while PL Mak Inc. serves as construction manager. The community’s first phase is slated for completion in 2024.
The financing for the project includes:
- bond financing totaling $51.7 million issued by the California Municipal Finance Authority, with JP Morgan Chase Bank as trustee
- funding from the U.S. Department of Housing and Urban Development (HUD) through the Section 8 Project-Based Voucher Program
- $3.5 million in direct support from the City of Richmond
The redevelopment of a public housing asset
Completed in 1973, Nevin Plaza comprises 138 studio, one- and two-bedroom units, which range between 410 and 718 square feet. The renovation will focus on both the infrastructure and the interior design of the building, with improvements such as new plumbing, mechanical and electrical systems. Interior upgrades will include new windows, bathrooms, kitchens, flooring and paint.
Common-area amenities for both phases will include community rooms, outdoor courtyards, new landscaping, public art installations by SLATE Art Consulting, laundry rooms and a property management office.
Located just across from the Richmond Art Center and the City Hall, the property has multiple shopping and dining options nearby, alongside Macdonald Avenue, as well as several public transportation stations. Kaiser Permanente Medical Center is 1 mile west.
