A joint venture of Piedmont Private Equity and Camden Management Partners is converting the historic Warren Mill property in Warrenville, S.C., into residences. The Warren Mill Lofts will feature 205 apartments across restored and newly built structures.
Warren Mill Lofts will offer one-, two- and three-bedroom apartments. The property will feature 139 restored units and 66 new construction units. Amenities will include a clubhouse and lounge. The project will honor the more than 130-year industrial history of the site by preserving its two water towers and unique smokestack. Construction was set to begin this week, with completion slated for the fourth quarter of 2024.
“The significant challenges to getting this project launched were purchasing the building and satisfying the requirements of the State Historic Preservation Authority and the National Register of Historic Places,” Walter M. Hall III, managing member of PPE, told Multi-Housing News. “Equally challenging was getting the cooperation and the coordination of the construction lenders, Churchill Stateside Group, and a bridge lender, Sterling Bank, and the historic tax credit buyers, PNC Bank and Enhanced Capital.”
Surmounting these hurdles required the imagination of PPE’s development partner and adaptive reuse authority, John Gumpert, said Hall, as well as architect Ken Besch, PPE’s analytical team and the general contractor, RW Allen.
“Certainly, the environmental remediation and the challenges of the adaptive reuse of a 100-year-old building continue,” Hall noted.
Fast-growing multifamily management firm RKW Residential, which has experience in a similar adaptive reuse development in Belmont, NC called Chronicle Mill, has been tabbed to supervise Warren Mill Lofts’ management and leasing. “It is also important to note the Ailen County Commission and Norfolk Southern Railway contributed valuable assistance to this endeavor,” Hall said.
Elsewhere in the state, student property Campus Village was unveiled at the University of South Carolina in Columbia, S.C.
