The District of Columbia Housing Finance Agency has issued $63.2 million in tax exempt bonds for the rehabilitation of Worthington Woods Apartments, a 394-unit affordable housing community in Washington, D.C.
The rehabilitation financing comprises $45.5 million in federal and $9.1 million in D.C. Low Income Housing Tax Credit equity for the preservation of the community’s affordability. Other financing sources include a $38.8 million loan provided by the DC Department of Housing and Community Development through the Section 108 Loan Guarantee Program.
Montgomery Housing Partnership Inc. and Anacostia Economic Development Corp. are in charge of the $133.6 million redevelopment project. HousingtoHome will provide relocation services during the rehabilitation, assuring that the residents will not be permanently displaced.
The Worthington Woods caters to residents earning below 30, 50 and 60 percent of the area median income, respectively, with approximately 40 percent of the 30 percent AMI units designated as permanent supportive housing operated with Local Rent Supplement Program subsidies from the District of Columbia Housing Authority.
Rehabilitation of a 1940s affordable D.C. community
Completed in 1944 and later renovated in 2002, the community encompasses 12 buildings with studios, one-, two- and three-bedroom floorplans ranging between 320 and 716 square feet.
Once the rehab is complete, the community will feature on-site management, on-site tenant services, a community room, a playground, laundry facilities, controlled access and approximately 156 parking spaces. Additionally, Communities Together Inc. will provide resident services, while Community Connections case management staff will offer social services.
Located at 4421 Third St. SE in Ward 8’s Washington Highlands neighborhood, the property is within walking distance of several bus stations. The community is close to Interstate 295, which provides easy access to the thr wider Washington, D.C., metropolitan area. United Medical Center, Eastover Shopping Center and Oxon Run Park and within a 2 miles from the property.
